TITLE OF ISSUE: SELECTION OF CONTRACTOR FOR RECRUITMENT, SELECTION, AND
HIRING OF NEW CITY ADMINISTRATOR FOR KENYON, MINNESOTA
BACKGROUND AND SUPPLEMENTAL INFORMATION: At your June 6, 2024, regular city
council meeting the city council unanimously selected the recruitment, selection and hiring of a new
full time city administrator as your number one and two objectives, respectively. The staff was
directed to arrange a special council meeting to hear from the two consultants about their
respective proposals and leave time for city council discussion and consultant selection.
The special meeting will be conducted on Thursday, June 20, at 5pm in the city council chambers.
Commencing at 5pm Mike Humpal representing South Central Service Cooperative will spend thirty
minutes presenting his proposal and addressing city council questions. At 5:30pm Pat Melvin from
DDA Associates will do the same. Both consultants will leave, and the city council will have up to an
hour to discuss and hopefully choose one consultant or the other or direct the staff to seek out
another. A copy of each proposal is attached.
Here are a few things to city council may wish to consider:
1. Which process will result in a job description that council members will concur about specific
roles and responsibilities of the new person?
2. Which firm is most likely to be successful in recruiting candidates with the credentials the city
council desires?
3. Which process incorporates staff input which the city council deems most appropriate?
4. It is a tough market for public managers, which process will attract the most desirable
applicants.
5. In the event the first effort is unsuccessful, which proposal allows the council to repeat the
process at no additional charge.
6. Which firm has the most capable employees based upon the city council’s observations of
their biographies?
7. Which proposal will provide the most critical information about Kenyon to candidates to
decide if this is the right place for them?
8. Which process will result in candidates who are both doers and delegators?
9. Which proposal is most likely to help councilmembers know the breadth and depth of
candidate experience?
10. Which proposal is the best value for the taxpayer dollar?

REQUESTED COUNCIL ACTION: Select a consultant and direct staff to begin the process.
