The USDA column is the Rural Development guaranteed loan for which Kenyon addresses are eligible: nothing down, a 1 percent guarantee fee financed into the loan and a 0.35 percent annual fee. No HOA dues, no private mortgage insurance (20 percent down avoids it), no special assessments, and no points. Rates change weekly; lenders quote your own.

What it costs to own

A $200,000 homesteaded house pays about $2,850 a year in property tax at 2026 rates, of which about $1,450 goes to the city (estimator). Utilities from the city for a typical household run around $150–$200 a month for electric, water, sewer, storm and garbage (calculator). Connection fees on a new house are $2,050 plus tax. Homes are older than the state average: the median was built in 1962, and the county's records show two building waves, the 1900s–1920s and the 1970s, before the subdivisions of the 2000s.

Lots and new construction

The assessor's rolls show 33 vacant residential parcels inside the city, but a realtor told the council in August 2026 that about eight are actually for sale. Seven are in Countryside Meadow, five of them held by Bigelow & Lennon Construction since April 2024; the city itself owns townhome lots at 421 and 423 Fawn Run. The council priced the 18-acre Hinderaker tract south of 8th Street at $275,000 with a preliminary plat by the city engineer; it is unfunded. Kenyon Crossings, 36–38 units at 127 Gunderson Boulevard with a $1.855 million TIF, is the only multi-family project underway.

Help for buyers and owners

  • SEMMCHRA first-time homebuyer: down payment and closing cost loans up to $18,000 through Minnesota Housing Start Up; Goodhue County income limits $116,900 (1–2 people) / $134,400 (3+). 651-565-2638 x201.
  • USDA Rural Development: Kenyon is eligible. Section 502 direct loans (payment assistance can bring the effective rate to 1 percent; area limit $324,700) and guaranteed zero-down loans through lenders; Section 504 repair loans at 1 percent and grants up to $10,000 for owners 62 and over.
  • Minnesota Housing Fix Up: home improvement loans up to $75,000 secured.
  • Three Rivers Community Action: free weatherization, energy assistance, homebuyer counseling and a gap down-payment program, 507-316-0610.
  • Goodhue County Habitat for Humanity: K-W construction students build a Habitat house each year.
  • KMU rebates on heat pumps ($500), furnaces and air conditioners ($150) and appliances; see utilities.
  • Homestead: file for homestead with Goodhue County after closing; it reduces taxable value by up to $38,000 and qualifies you for the state refund.

Renting out a house

Every rental needs a city license, $30 per property every three years (rental licensing).
