Sanitary sewer: $28.94 base plus $8.16 per 1,000 gallons of water used. Storm sewer maintenance: $15 residential, $30 non-residential per parcel. For scale, the U.S. Energy Information Administration puts the average Minnesota household at about 750 kWh a month; a household of two to three people typically uses 3,000 to 5,000 gallons of water.
