Required by city code Chapter 11 as amended by Ordinance 103 for any retail sale of tobacco, tobacco-related devices, electronic delivery devices or nicotine products. Minnesota law sets the sales age at 21 and the city conducts compliance checks; violations carry administrative penalties and can suspend the license.
What happens next. The council approves tobacco licenses on its consent agenda (Dollar General's 2025 renewal, for example, was on September 9, 2025). City Hall issues the license once the $75 fee is paid.
